It is worth doing in September or early October. Every measure below is easier and cheaper to arrange before the ground is frozen, before the temporary heat is running and before your electrician is booked solid.
The daylight problem is bigger than it sounds
This is the change that matters most and the one that gets planned for least. In the Twin Cities the earliest sunset of the year lands around December 9, at roughly 4:33 in the afternoon. The shortest day, on or about December 21, gives about eight hours and forty five minutes of daylight, with sunrise not until just before eight in the morning.
Read that as a security problem rather than a scheduling one. It means roughly fifteen hours of darkness every day for weeks. It means your crew arrives in the dark and the last hour or two of the working day happens in the dark, so the site is occupied but unlit at exactly the hours when material is being moved and gates are being opened. And it means the overnight window, the one your coverage plan was built around, is now nearly twice as long as it was in June.
The practical consequence is that lighting sited in summer is almost always wrong by December. A fixture aimed to cover the material lay-down area at 9 p.m. in July is covering a different site at 4:45 p.m. in December, when people are still working and the shadows fall differently. Walk the site after dark in November and look at it, rather than assuming the lighting plan still holds.
Before the first hard freeze
- Walk the site after dark in November and check that lighting still covers the gate, the material storage and the equipment park
- Add temporary lighting to cover the last working hours, not just the overnight period
- Re-time any photocells and timers, since a summer schedule will leave the site dark while people are still on it
- Confirm that the route between parking and the site entrance is lit, because that is where your people are, in the dark, twice a day
- Move high value material inside a locked structure while the ground is still workable and you can still get a truck in
- Agree the winter delivery schedule now, so copper and mechanical equipment are not staged outdoors through a shutdown
Temporary heat becomes the biggest fire risk on the site
Once heaters come on, the risk profile of the site changes. National fire-safety material on structures under construction consistently puts heating equipment among the leading ignition sources, alongside electrical distribution and lighting. On a winter site in Minnesota you are running direct fired heaters, often called salamanders or torpedoes, inside a building with no fire protection system yet, wrapped in poly, surrounded by combustible material, frequently overnight.
Minnesota addresses this directly. Chapter 33 of the Minnesota State Fire Code, which covers fire safety during construction and demolition and is adopted through Minn. R. ch. 7511, sets requirements for temporary heating specifically. The provisions to know:
- Temporary heating devices must be listed and labeled, and installed, maintained and used according to the terms of that listing
- Clearance to combustibles is what the equipment's own label says it is, not a number somebody remembers
- While operating, a device has to be fixed in place and protected from damage, dislodgement and being knocked over, per the manufacturer's instructions
- Use and maintenance must be supervised by competent personnel, which is a real requirement rather than a formality
- Where you are running open flame temporary heat or hot work in a building that is partly occupied, the work area has to be separated from the occupied part by materials that resist fire and smoke spread
- Combustible debris has to come out of the building at the end of every shift, not at the end of the week
The debris item is the one to actually hold people to. It is free, it is checkable in thirty seconds, and it removes the fuel that turns a tipped heater into a total loss. It is also the requirement most likely to slide in December, when nobody wants to spend the last twenty minutes of a cold day carrying rubbish out.
One more thing worth planning rather than discovering: an unattended fuel-burning appliance running overnight in an unoccupied building is exactly the situation a patrol pass is good at. If your heaters run when nobody is there, that is an argument for coverage on its own, separate from anything to do with theft.
Snow rebuilds your perimeter, and not in your favor
A fence line that was sound in October can be defeated by a plow in January, and nobody involved intends it. This is the most commonly missed item on a winter site.
- Plowed snow piled against the fence is a ramp. A six foot fence with four feet of packed snow banked against it is a two foot fence
- Snow storage put in the wrong place blocks the gate you rely on, and the workaround becomes a second entrance nobody planned or controls
- Drifting hides the cut or lifted section at the bottom of the fence, which is the thing the weekly walk is supposed to catch
- Berms and piles create standing cover next to the perimeter where somebody can work unseen from the road
- Ice on gates and padlocks means a gate that is chained but not actually locked, because the lock would not close and somebody gave up
Tell your snow contractor where snow may and may not go, in writing, before the season starts. Where it goes is a security decision as much as a drainage one, and the person plowing at 3 a.m. is not thinking about your fence line.
Snow does give you one thing back. Fresh snow records tracks, so a morning walk after a snowfall tells you plainly whether anyone was on the site overnight, where they came in and what they went to. That is better evidence than most sites ever get, and it is free. Look before the crew drives over it.
The holiday shutdown is the longest unsupervised window of the year
Most Minnesota sites go quiet somewhere between the week before Christmas and the first week of January. That is commonly a stretch of ten days or more with nobody on site, in the darkest part of the year, and it is entirely predictable to anyone who wants to know. It is the single largest exposure on the winter calendar and it arrives on the same date every year.
- Decide the shutdown dates early and treat them as a coverage question, not just a payroll one
- Get portable and high value material off site or into a locked structure before the last working day, not on it
- Do not announce the shutdown dates on site signage, on the fence, or anywhere public
- Stop deliveries landing during the window, and confirm that with suppliers rather than assuming
- Make sure somebody local is actually reachable, and that the person answering can make a decision at 2 a.m. rather than open a ticket
- Arrange at least documented patrol passes across the window, at unpredictable times, and check the site after every significant snowfall
Cold breaks the security equipment you already installed
Owners are often surprised that the cameras stopped reporting in the exact week they mattered most. Cold degrades most of what a temporary site security setup depends on, and it does it quietly.
- Battery capacity drops sharply in deep cold, so battery-powered cameras and sensors run down far faster than their rated life suggests
- Solar panels are collecting from under eight hours of weak, low-angle daylight, and a panel under snow collects nothing at all
- Condensation and frost on a lens produce a camera that is powered, online and useless
- Temporary power gets shut off, unplugged or tripped during the day and nobody notices until the site is checked
- Cellular units in unheated enclosures fail at temperatures well above what a Minnesota January reaches
The fix is mostly checking rather than buying: confirm the system is genuinely reporting at least weekly through the winter, clear the snow off panels and lenses, and know who is responsible for noticing when a camera goes dark. A system nobody verifies is documenting a theft rather than preventing one, which is true in any season and much easier to fall into in this one.
What is on the site in winter that was not there in July
Winter adds its own inventory, and it is portable, valuable and saleable. Propane cylinders, diesel for heaters and generators, the heaters themselves, temporary power distribution and generators all sit on site through the season, and all of them move easily.
Fuel in particular is worth treating as material rather than as a consumable. Keep tanks and cylinder cages locked, away from the perimeter where a vehicle can pull alongside, and inside the lit area rather than at the dark end of the yard. If fuel use jumps without the weather explaining it, that is a signal, and it is one you only see if somebody is recording deliveries and consumption.
A winter walkthrough is a different walkthrough
If we have walked your site before, it was probably in daylight and probably not in these conditions. A winter assessment is done after dark, because that is when the site is actually exposed, and it looks at different things: where the plow is going to put the snow, whether the lighting still reaches, where the heaters run and who is watching them, and what the site looks like on day six of a shutdown.
It takes about thirty minutes, it is free, and you keep the written findings whether or not you hire us. Often the answer is a repositioned light, a conversation with the snow contractor and a patrol schedule across the shutdown, and none of that is a standing post.
